Visa VAMP
Also called Visa Acquirer Monitoring Program, VAMP ratio
Visa's single program for policing fraud and disputes, which flags merchants whose fraud reports plus disputes reach 1.5% of settled card-not-present transactions in the US, EU, Canada and Asia Pacific.
Visa merged its older fraud and dispute monitoring programs into VAMP, with thresholds in force from 1 June 2025 and an advisory period that ended on 30 September 2025 (Visa fact sheet). The ratio is a count: fraud reports (TC40) plus disputes (TC15), divided by settled transactions. A transaction that appears in both reports counts twice (Stripe).
A merchant is “Excessive” at 1.5% in the regions Visa’s fact sheet names as AP, Canada, EU and US, down from 2.2% on 1 April 2026, with a minimum of 1,500 fraud reports and disputes a month. Latin America was already at 1.5%, and CEMEA stays at 2.2%. Stripe says Visa “assesses fees to merchants that exceed the Excessive threshold”. Visa does not publish the amount.
Refunding a purchase after a fraud report does not take the report out of the count. A studio on its own PSP account carries this ratio directly. Under a merchant of record, the ratio sits on the MoR’s account. See chargebacks and fraud.
